Fern is a dog in Arkansas with a water jug stuck on her head, luckily, there are holes so she can breathe, eat, and drink. She is lost and people have seen her, but she is so scared that she runs away. A rescue group is searching for her, and Pulaski County Sheriff's Department is investigating for animal abuse.

Mike Beebe signed a law in 2011 that has new animal cruelty restrictions and make aggravation to cats, dogs, and horses a felony at first offense in Arkansas. Cockfighting is also illegal. People can be arrested for animal cruelty, and are punishable to $10,000 and six years in prison.
